Khalil Ur Rehman Qamar was born in 1962 in Lahore, Punjab, Pakistan. He attended a government high school in Shad Bagh, Lahore. He also used to write in school and did further studies in B.Com. MBA

He started his TV drama career with Dastaq Aur Darwaza and later produced a film Karz (1997), which he also wrote. He also wrote dialogues for Ghar Kab Aao (2000), Tere Pyaar Mein, Mukhra Chan Varga, Nikki Jai Hai but made his breakthrough with Toba Tek Singh (1999).

Later, he used this style in his plays Landa Bazaar (2002) and Love, Life and Lahore.

Rozina is the first wife of an actress and actor Faisal Qureshi. Khalil Ur Rehman has a step-daughter, Hinesh Qureshi, who is from Rosina’s marriage to Faisal and has two children of his own. His son Abi Khan is an actor.

During the discussion, Pakistani human rights activist Marawi Siram interrupted Qamar by saying “Mera jism meri merzi” (meaning “My body is my choice”), after which Qamar called her shameful and made derogatory remarks on Sarmad’s body.

Agence France-Presse reported that Qamar told Sarmad that “no one would spit on your body” and that she was a “cheap woman” who should “shut up”. [Was] Qamar was heavily criticized by politicians and prominent personalities, while his contract was suspended by Geo TV. [Said] Qamar said that he was not saying anything at the time of his speech, but he interrupted him.
